Amidst the revelry at a Saturday night bull roast, leaders from Baltimore County's Police Community Relations Councils took a moment to recognize one member of the force for her contribution to their mission.

Col. Kim Ward, the chief of Baltimore County's Community Resources Bureau, was recognized for her outstanding leadership and continual support of the groups that serve as liaisons between communities and the department.

"In New York, there's a statue that represents hope and liberty—here in Baltimore County, we don't have such a statue but we do have one woman you all know and respect," said Rolfe Feser, vice-president of the board of Baltimore County's Police Community Relations Council. "Col. Ward truly embodies the police department's motto of fairness, integrity and service."

Feser said that in a department that is always changing, Ward's leadership has remained consistent.

"We wanted to recognize that leadership and her ongoing support of these groups," said Graceann Rehbein, treasurer for the board of the county PCRC groups.

"Col. Ward is a breath of fresh air, and a personal mentor of mine," she said.

Col. Ward, for her part, had no idea she was to be recognized during the event, which was held at the American Legion Hall in Parkville.

"I'm a little embarrassed ... I had no idea," Ward said. "It's just an honor ... this group of citizen leaders has been so impressive."

Col. Kim is definitely a huge influence on the PCRC's. She's a class act and the Baltimore County PD is very lucky to have her!

Good work here! Want to know more about community-oriented policing, why it is needed and why it works? For insight and direction on this and other important police improvement issues, take a look at “Arrested Development: A Veteran Police Chief Sounds Off About Protest, Racism, Corruption and the Seven Steps Necessary to Improve Our Nation’s Police” (Amazon.com in US and EU). And the blog at http://improvingpolice.wordpress.com/ where other current police improvement issues are discussed. Good luck and may we all experience not just good but great policing! Great policing is accomplished by police who are well-trained and led, restrained in their use of force, honest, and courteous to every person.
