Maryland Gov. Martin O’Malley is known for putting on a good face even in hard times, but when the General Assembly, as he said Monday night, “failed to protect the priorities that allow our state to move forward,” his smile disappeared.

O’Malley appeared optimistic when speaking with reporters at about 8:30 p.m. on the last night of the 90-day legislative session, despite a looming midnight deadline for the legislature to pass key components of the state’s capital budget.

The same could not be said at 12:40 a.m. (See video for a comparison)

“This is not the sort of operating budget that this administration proposed after eight months of careful consideration, after $800 million in cuts and I think the people of our state have the right to expect more,” O’Malley told reporters.

Maryland lawmakers were forced to pass a “Doomsday” budget, which calls for more than $500 million in cuts by July 1, which include cuts to affordable tuition and education.

“O’Malley, however, did not heed appeals to call a special session that would allow the legislature to finish its work,” reports John Wagner for The Washington Post.

Senate President Mike Miller and House Speaker Michael Busch agreed that a special session was needed to fix the damage caused by an anti-climatic ending to the General Assembly, according to The Baltimore Sun.

“O’Malley and House Speaker Michael Busch both blamed Senate President Mike Miller’s insistence on a gaming measure for Prince George’s County for holding up action. But others, including delegates and senators on the conference committee, said the hard philosophical positions on both sides played a role.”

O’Malley chastised lawmakers for their ineffectiveness, allowing personal pet project bills to trump the state's greater needs.

“I’m not saying that each of us doesn’t come in here with our own issues or causes to advance. I was disappointed we weren’t able to get wind done. But you know what, I didn’t announce that I wasn’t going to sign any other legislation until wind gets done,” O’Malley said.

“I was disappointed we weren’t able to pass some other issues that this administration put forward but that doesn’t mean we’re going to issue ultimatums or say that we’re not going to sign any other bills or do any other work on the peoples’ priorities. That’s not a luxury that we have here,” he continued.

Oh..........but it's "for the children"
It's about time some of the Democrat delegates showed some common sense.......O'Malley is a "lame duck" Governor.........many of the legislators are planning on running again and are hoping to win......... he on the other hand is planning on "Moving Forward" but to DC. and really is not concerned with the needs and wants of the people of Maryland..........shameful!!! And the two Mikes need to go as well!!

This is what you can expect when you re-elect and the politician is a lame duck. He does have a lot of company in Annapolis with their lust for out of control spending and more taxation! The way this country is heading I'm sure he will be a perfect candidate for the Presidency in 2016 or 2020 if we are not yet bankrupt!

I am proud of his comments; always intelligent, not ugly. He disagrees, what do you expect?! I do not have children, however, I strongly support schools and the future of our children. We didn't put him there to roll over for anyone. It's the common good. We will not fully recover from the financial crisis w/o everyone contributing. We are unable to stick to the issues in this country now. Its mean, partisan and does not address the many issues facing us.

His rant just shows what a lousy Governor he turned out to be. Tax & spend is all he knows. It is past time to cut some of the programs the State funds under his so called leadership. Shrink the size of Government which is also necessary & overdue.Good riddance to Gov. MOM and his awful policies of spend, spend, spend.

He could have passed a budget ,THEN moved on to gay marriage .What ever side you are on in that argument EVERY legislator KNEW that was going to voted on by referendum. They wasted are time so O'Malley could get some national face time . He should be held accountable for that anyone else who says I'm wrong on that I need you to explain .Because maybe I'm to stupid to understand I know I have to pay my bills first then handle my other problems .All you legislators who wasted our time on that issue and you know you all did ,I wouldn't have had any problem with you passing the same bill the last day AFTER you handled the budget because again EVERY leader even Miller and Busch said at the time it was going to referendum . No SPECIAL SESSION .Even Palin had the decency to leave office when she wasn't putting the state first .How about it Marty I guess Palin has more Integrity than you?

I am glad to see this happen. My concern now is the Special Session, which will happen, and they will pass the items that were not passed. Why cannot our lawmakers play by the rules, which they set forth, and have a balanced budget by deadline? A “Special Sessions” will change that and it scares the living crap out of me. If I have a deadline to meet, I have to do it and I do not get a “Special Session” to fix it.

Just love OweMalley's whining that 'the General Assembly failed to advance the common good". How about OweMalley's FAILURE to return the money he stole from the Transportation fund, which certainly FAILED to advance the common good. And ditto to the person who said it's time for the "two Mikes" to go, because few people know Mike Busch violates the Maryland Constitution (in several articles/clauses) by holding two, state government associated jobs at the same time. His second/illegal job is a 6-figured position in the Dept of Rec& Parks. Of course, he has gotten away with it for years, in this blue state of ours. Take a course on the Maryland and Federal Constitutions at the IOTC in Pasadena. You'll be outraged at all the violations that are occurring. As someone once said: All it takes for evil to reign, is for good men to do nothing". Maryland politicians probably lead the country in their level of evil and corruption.

O'Malley has repeatedly done a poor job while looking forward to the nex highr position. I hope this response frm our legislature stops him in his tracks. The marland democratic party is not helping the people of Maryland at all. I am now unaffiliated. I cannot bring myself to register Republican because of the National Party's nastiness toward almost anything beneficial to our country. If any idots want to showerme with nasty remarks...DON'T DO IT !!!! i W2ILL JUST WRITE YOU OFF AS MORALLY LACKING.

I'am a Democrat who voted for Erhlich both times, hope the the two districts in MD that put Owe Malley in there are happy now, after what he did in Baltimore how could anybody in their right mind have voted him in in MD. What happen to all the Lottery money that was suppose to go to schools, the Casino money we didn't have before, where did all the money from tolls and fees get transfered to ? Why do we have snow plow employees and equipment out 12 hours before a storm and why all the excess salt usage ? Why can't Owe Malley tell us any ways that he's saving money ? The Mayor of Chicago stated they saved millions on snow removal with the warm winter this year, what about Maryland ? Thank God his term is almost over and pray to God he never gets elected to another public office.

Maryland motto. you think of it we will tax it. Flush tax went up $30.00 for us who have septic systems. We pay to have it pumped out which is taken to a waste treatment plant. Just another way for them to get a raise in their salary. Rich get richer and poor get poorer.

I think this was planned and rehearsed. They wanted the Special Session all along so they can do what they want behind closed doors. We need term limits in this state so we can get rid of the career politicians like Busch, Miller, etc..

We need to make sure that in 2 years (election) we don't forget. We need fresh, new, thought-out ideas for Dundalk residents. Other districts have projects to improve their neighborhoods. We need to attract businesses and create more jobs. We need new blood in the 6th district that will communicate with the community organizations and listen.

What is it about partisan politics that makes us unable to compromise? One party doesnt seem to believe we should live within our means and the other would see us have no middle class. There is a middle ground and 80% of us are moderate. It's a shame our political parties only represent the extremes.
