Senior Housing Complex Proposed at Logan Shopping Center

Enterprise Housing Corporation plans to build 81 senior housing units on three acres of land next to the Logan Village Shopping Center.

Last month, County Council Chairman John A. Olszewski Sr. introduced a resolution to approve the review of a proposed development plan located alongside the Logan Village Shopping Center. The Enterprise Housing Corporation plans to build 81 senior housing units on three acres on the currently empty lot adjoining the shopping center at 3455 Dundalk Ave.

The proposal is titled The Greens at Logan Field.

The council unanimously approved the project's departmental review. Olszewski said the developers are waiting for approval of state and federal housing credits before submitting concept plans under the county's new Planned Unit Development guidelines.

Earlier this month, the County Council eased the process for developers, extending the time from 90 to 180 days that developers have to submit a concept plan. The extension provides developers with a greater opportunity to complete the approval process for state and federal housing credits, which can take up to six months. Olszewski called it "a timing issue."

"If they don't get them then it's a waste of the developer's and county's time," said Olszewski during a March 15 council work session.

Heather Raspberry, a spokesperson for Enterprise, said the company would not comment or answer questions regarding the project at this time.

In a brief interview last week at Jerome M. Grollman Armory in Dundalk as Maryland National Guard members prepared to deploy, Olszewski said the project has received letters of support from the local community, including the . He added there is a need for more affordable senior housing in Dundalk as well, expected only to grow over the next few years.

“There are already waiting lists for senior housing, including the project on Peninsula Expressway, the Cove Point apartments, and Center Place,” Olszewski said.

Olszewski said he believed the project was contingent on Enterprise receiving state and federal tax credit approval, a process that should be resolved in the next couple of months.

Olszewski also said, if given the go-ahead, the development could potentially, down the road, relieve competition between two struggling shopping centers—Logan and the Dundalk Village Shopping Center. Olszewski said he thought the senior development project might eventually lead to more housing developments at the location, perhaps even replacing the shopping center at some point.

“It may never happen, but it could alleviate the competition between the two shopping centers,” Olszewski said. “It’s one possibility.”
