The best in free family festivals! It's a Halloween-themed event with scarecrow making, pumpkin decorating, costume contests for kids and canines, costume parade, live music, vendors, "scary" story telling, caricaturists, a Balt. Co. bookmobile, trick-or-treating at Main Street businesses, and more!  Rain date Oct. 28, 10 - 3.
