Eastfield Road Disturbance Leads to Narcotics Charges

A report of a disturbance on Eastfield Road early Monday morning led to two men being arrested on multiple charges.

Baltimore County police received a 911 call at about 12:31 a.m. Aug. 27, about two people who had been yelling and screaming at each other for more than an hour, according to Cpl. Cathy Batton.

When officers responded to the house in the 1900 block of Eastfield Road, one man ran at police and out the front door, according to Batton.

The man screamed at the officers, gave them an obscene gesture and then took out his false teeth and threw them at the officer.

"He then ran toward a neighboring yard and took off his clothing," Batton said.

After a brief struggle with police, James Everett Martin, 57, was arrested.

Officers went back to the house to get clothing for Martin from John James Jacobs, the other man involved in the fight.

Jacobs, whose glasses had been knocked off during the argument with Martin, asked the officers to help him find them.

In searching for the glasses, officers spotted suspected drugs on the coffee table, Batton said.

Jacobs told the officers it was PCP, Batton said.

Jacobs, 54, was then arrested, according to Batton.

While police were still at the home, an anonymous source told them marijuana was being grown in the backyard.

Officers checked the yard and found a marijuana plant growing in a pot near the shed.

Martin, a resident of the home, was charged with possession of marijuana, possession of a controlled dangerous substance (not marijuana), possession of CDS paraphernalia, manufacturing CDS, indecent exposure, disorderly conduct, resisting arrest and failure to obey a reasonable and lawful order, Batton said.

Martin posted a $40,000 bail on Aug. 28 and was released from custody, according to Batton.

Jacobs, also a resident of the home, was charged with possession of marijuana, possession of CDS (not marijuana), possession of CDS paraphernalia and manufacturing CDS, Batton said.

He has been unable to post a $30,000 bail and remains in custody at the Baltimore County Detention Center.
