The certificate program was established in 1945 to "encourage and assist state and local governments to go beyond the minimum requirements of generally accepted accounting principles that evidence the spirit of transparency and full disclosures and then to recognize individual governments that succeed in achieving that goal," according to the statement.

Reports submitted through the certificate program are reviewed by GFOA professional staff members and a Special review Committee, comprised of individuals with expertise in public-sector financial reporting, including financial statement preparers, independent auditors, academics, and other finance professionals, according to the statement.
