Food Service Worker Allegedly Asks Elementary School Girls For Sex

Suspect tells two girls he thinks they're hot and he wants to have sex with them.

An employee with a food service company contracted by the is facing charges after he allegedly told two 12-year-old girls he wanted to have sex with them and touched them inappropriately on the playground.

The girls were students at a daycare facility called TLC Childcare, which leases space at Gifford Elementary, 8332 Northwestern Ave.

Leroy A. Williams, 24, of Racine, was charged in Racine County Circuit Court Wednesday with two counts of exposing a child to harmful descriptions, eight counts of bail jumping, one count of felony intimidation of a victim and one count of disorderly conduct. If convicted, he faces up to 23 years in prison.

According to the criminal complaint:

On Friday, Caledonia police officers were called to Gifford Elementary School after two girls said Williams had approached them and began talking about sex. The girls said Williams was pushing them on swings outside and touching the buttocks while pushing them when he began talking about sex.

He told the girls he wanted to have sex with them because he thought they were hot. He told one of the girls he has sex with lots of girls and she would be next.

Williams told the girls he keeps marijuana, cocaine and condoms in his car where he has sex every night. At that point, the girls told him to stop pushing them and they walked away to tell school officials.

While they were leaving, Williams told one of the girls he would hurt her if she told anyone about the conversation.

School officials told officers Williams has contact with children at the school every day and will put together puzzles with them. After learning of the incident, officials told him to immediately leave the school.

Williams is an employee with Chartwell, which is a food service company contracted by the district and after informing the company of the incident, an official there told school officials Williams shouldn’t have been at the school at the time of the incident.

He’s currently being held in Racine County Jail on $10,000 bail while awaiting trial.  

Stacy Tapp, director of communications and public information, said the school district requires background checks and mandatory reporter training with all contracted employees.

"We're currently doing our own investigation through our employee relations department and I'm sure that Chartwell will be doing their own investigation as well," Tapp said.

She did not have an exact timeframe of when the school district's investigation would be complete.

"It's really depends on the circumstances," she said.

The company that Unified hires for foodservice, Chartwells, is responsible for the employees working for them. In these situations it is often not reported to a school district what an employees record is because they are not directly employed by the district. Chartwells also can not be too picky in who they hire as they pay their employees so poorly they should expect to get employees such as child molesters. Its really too bad the people at Chartwells don't have the prudence to make sound hiring decisions when peoples children are at risk.

A letter came home today. I was going to post it but my stupid scanner isn't working. I will try again. But anyway, it said that school was not in session...the girls were indeed with TLC...and that he was not working that day. Should Chartwells check their employees more thoroughly? Probably. But like you said...only paying a few bucks an hour...you get what you pay for. And background checks actually cost companies a lot of money. I am guessing they may change their policy after this however.
